BRIDGE stands for Building Resources in Democracy, Governance and Elections. It is a modular professional development
program with a particular focus on electoral processes. BRIDGE represents a unique initiative where five leading
organisations in the democracy and governance field have jointly committed to developing, implementing and
maintaining the most comprehensive curriculum and workshop package available, designed to be used as a tool
within a broader capacity development framework.

This BRIDGE workshop on Legal Framework Module has been arranged by Federal Election Academy for Grade 19 Officers (Regional Election Commissioners / Directors) of Election Commission of Pakistan in collaboration with IFES Pakistan. The said officers are presently attending Electoral Management Course (EMC) at Federal Election Academy at Islamabad. This BRIDGE Module will help them understand the legal framework for elections in Pakistan in an international perspective. The Legal Framework Module has been customized according to local needs and slew of Pakistani Electoral Acts, Presidential Orders, Rules framed thereunder coupled with the Constitutional Provisions have been included in the module an epitome whereof is as under : i. The Presidential Elections (Schedule II of the Constitution) ii. The Electoral Rolls Act, 1974 iii. The Delimitation of Constituencies Act, 1974 iv. The Representation of the People Act, 1976 v. The Political Parties Order, 2002 vi. The Allocation of Symbols Order, 2002 vii. The Conduct of General Elections Order, 2002 Pakistani Parliament with the assistance of Election Commission of Pakistan has recently finalized a draft Bill of Unified Election Act 2017 which has consolidated statutes, containing laws regarding different electoral activities, promulgated by the Legislature from time to time, into a single code. This bill is likely to be passed in couple of months and next General Elections in 2018 will be held under this new Unified Election Act. Therefore this bill has also been included in the module for briefing to the participants on the same to have their views thereon from implementation point of view as the audience are actual implementers at field level.
