BRIDGE stands for Building Resources in Democracy, Governance and Elections. It is a modular professional development
program with a particular focus on electoral processes. BRIDGE represents a unique initiative where five leading
organisations in the democracy and governance field have jointly committed to developing, implementing and
maintaining the most comprehensive curriculum and workshop package available, designed to be used as a tool
within a broader capacity development framework.

L'atelier de formation des facilitateurs BRIDGE du 03 au 14 avril 2017 à N'Djamena, au Tcahd, entend offrir une réponse adéquate aux besoins de formation, de renforcement des capacités et de pérennisation des acquis des processus électoraux. Il contribuera à constituer, au niveau du pays, un réseau solide de formateurs capables d'utiliser et d’articuler, avec les exigences propres de leur rôle et fonctions respectifs, une méthodologie originale et spécifique d’apprentissage et d’appropriation des thématiques liées aux élections et, au-delà, des problématiques connexes et plus globales de la gouvernance démocratique. L’organisation de cet atelier va au-delà de l’assistance électorale ponctuelle que le PNUD a apportée aux autorités tchadiennes lors de l’organisation du scrutin présidentiel de 2016 pour davantage enraciner une culture électorale stable dans le pays. Elle va dans le sens du parti pris du PNUD d’inscrire l’approche du cycle électoral au cœur de ses appuis en mettant notamment l’accent sur le développement des capacités. Elle arrive à point nommé : en raison de l’absence de pression opérationnelle et d’enjeux politiques immédiats, la période entre-deux-élections est propice à la consolidation des acquis et à la capitalisation des expériences accumulées d’une élection ou d’un cycle électoral à l’autre, d’une part, et entre diverses catégories de parties prenantes que l’urgence des opérations électorales condamne parfois à évoluer en vase clos les unes par rapport aux autres, d’autre part. L’atelier s’adresse aux professionnels des élections, aux parties prenantes clé du processus électoral et autres acteurs du secteur de la gouvernance démocratique. Il regroupera les responsables du Bureau Permanent des Elections (BPE), les représentants des partis politiques et les parlementaires, des représentants du Haut Conseil de la Communication (HCC), des représentants du Conseil constitutionnel et des représentants des organisations de la société civile. Pour assurer la pérennisation et éviter les déperditions dues aux rotations du personnel, la formation visera en priorité les responsables occupant des fonctions techniques, de manière permanente.
