Malawi Electoral Commission: BRIDGE course for Commissioners and Management on Introduction to Election Administration and Boundary Delimitation

Malawi Electoral Commission (MEC) with support from the development partners IFES and UNDP through the funding provided by USAID and UNDP basket fund, organized a six-day BRIDGE Introduction to Election Management and Boundary Delimitation course. The workshop was conducted on 19-24 July 2021 in Lilongwe, Malawi. It was organized for MEC commissioners, including recently appointed, and MEC senior management. The workshop was attended by 22 participants (18 male, 4 female). Facilitation team was composed of three lead facilitators and four co-facilitators: Dr. Augustine Magolowondo – lead facilitator, Henzily Munkhondya – lead facilitator, Pavel Cabacenco – lead facilitator, Muhabi Chisi – MEC co-facilitator, Thandiwe Zimba – MEC co-facilitator, Kate Mjojo – MEC co-facilitator, Deverson Makwete – MEC co-facilitator. Due to the Covid-19 restrictions the modality of the training was a combination of the face-to-face and online training. While most of the sessions were provided in person, some of the presentations were delivered online by the IFES global advisers and experts. The workshop focused on the key principles and best practices of election administration, international standards in elections, functions of the election management bodies throughout Electoral Cycle. Special attention was paid to the boundary delimitation process, its key components, principles and steps. The workshop was highly appreciated by the participants. Sessions that engaged participants in discussions, interactive sessions with practical implications were considered most useful and enjoyable. First BRIDGE TtF organized by IFES in Kyrgyzstan

First BRIDGE Train the Facilitators (TtF) workshop has been conducted in Bishkek during 4-15 March. The workshop was organized by the Representative Office of the International Foundation for Electoral Systems (IFES) in the Kyrgyz Republic continuing to assist CEC and SRS in building training capacities of these institutions. The TtF was attended by 22 (14 female, 8 male) professionals, key staff of the CEC, SRS and IFES responsible for the training, capacity building, voter education and information. A team of the TtF complete facilitators will make part of the pool of trainers and curriculum writes of the Kyrgyz Central Election Commission (CEC) and State Registration Service (SRS) training centers. This activity is an important step towards institutionalization of the CEC and SRS training practices and bringing them to a new level, which is important step in preparations for the upcoming parliamentary elections in 2020. The workshop was facilitated by Pavel Cabacenco, accrediting BRIDGE facilitator and Renata Levovski, BRIDGE facilitator/Head of the IFES Kyrgyzstan office. During the workshop all participants had a chance to present their ice-breakers, facilitate in pairs two sessions and write themselves one session. In the middle of the workshop, on 8th of March, future TtF complete facilitators together with IFES colleagues from all over the world celebrated International Women’s day and expressed their support to the IFES efforts to insure better participation and representation of women in political process. BRIDGE facilitators one more time reminded them that gender is one of the cross-cutting topics of the entire BRIDGE curricula. IFES provides support to the electoral stakeholders in Kyrgyzstan

The Representative Office of the International Foundation for Electoral Systems (IFES) in the Kyrgyz Republic continues to support Central Election Commission of the Kyrgyz Republic (CEC) and State Registration Service under the Government of the Kyrgyz Republic (SRS) in the capacity-building of its staff members as well as establishment and institutional development of full Training Centers within these organizations. On September 25-27 IFES Kyrgyzstan with financial support of USAID conducted in Bishkek a BRIDGE workshop on Electoral Management and Strategic Planning for the key staff of the CEC and SRS responsible for the strategical planning, analysis, information, civic education, training and capacity building. In total 25 (14 female, 11 male) professionals from CEC, SRS and IFES Kyrgyzstan were involved in this strategizing and make it happen event facilitated by Renata Levovski, BRIDGE facilitator and head of the IFES Kyrgyzstan office, and Pavel Cabacenco, accrediting BRIDGE facilitator. The workshop was organized in respond to the necessity to rethink the ways how election administration functions, which came after the adoption of the Strategy on improving the electoral legislation of the Kyrgyz Republic for 2018-2020. The workshop was focused on the main principles of electoral management, importance of secretariat and the ways how efficiently organize its work, how to use strategic planning for the development of the organization and improvement of the quality of delivered services. Particularly, during the workshop, participants looked into the modalities of structuring and development of the newly created Training Centers. The workshop brought a better understanding for both organizations about the structure, functions and strategic goals and principle of the future Training Centers. “Development of the strategies and planning is part of my job and at the beginning I was very skeptical about the workshop and what I can learn” – shared her opinion one of participants. “But the workshop overcame all my expectations. I received useful information and different/alternative vision about the organizational development of the election management bodies and institution created by them” – added her. After the workshop its participants will become key resource persons for CEC and SRS in creation of the institutional structure, development of the vision, mission and basic principles of the Training Centers. First BRIDGE workshop in Kyrgyzstan, Disability and Gender in Elections June 2018

First ever BRIDGE workshop in Kyrgyzstan: election stakeholders learn about the rights of persons with disabilities and gender aspects of electoral process On 31 May -2 June IFES Kyrgyzstan with financial support of USAID and in cooperation with Central Election Commission (CEC) of Kyrgyzstan and Kyrgyz State Registration Service (SRS) held BRIDGE Disability Rights and Gender in Elections workshop. The workshop became the learning and discussion platform for the twenty-one participants (15 female, 6 male), coming from IFES, CEC, SRS, civil society organizations defenders of the rights of persons with disabilities and women. It was the first time when BRIDGE has been organized in the country. Selection of the rights of persons with disability and gender and elections modules for the first national BRIDGE workshop came in respond to the electoral stakeholders’ requests and demonstrates their readiness to have an open and constructive dialog and cooperation. The workshop conducted by the head of IFES Kyrgyzstan office, Renata Levovski and Pavel Cabacenco, accrediting BRIDGE facilitator was focused on the human rights terminology, main approaches and concepts of the inclusion of persons with disabilities and women in electoral process, international standards and best practices in creation of the inclusive environment throughout the electoral cycle. At the simulation exercise, participants had a chance to see and feel themselves what an inaccessible polling station is, leave through the limitations of persons with disabilities during the Election Day.
