Access and Participation of persons with disabilties in Electoral Processes, April 2018

In most countries of the world, accessing electoral processes poses a serious challenge not only to Persons with Disability (PWDs) but other vulnerable groups in the society. The World Health Organisation (WHO) has reported that there has been a global increase in the population of Persons with Disability (PWDs) from 10% to 15% representing a shift from about 600 million to 1 billion. Approximately 80% of these populations reside in low income environment or developing countries including Nigeria. It is therefore important to note that over 25-million Nigerians have at least one form of disability or the other out of which 15% are of voting age. This number is too large to neglect as it can influence the outcome of any election. In preparation for Nigeria’s general elections in 2019, a large capacity building workshop was conducted by the Independent National Electoral Commission (INEC) with support of the European Center for Election Support (ECES). Two simultaneous BRIDGE workshops on Access and Participation of Persons with Disabilities in the Electoral Process were held in Calabar, Cross River State Nigeria, from 23rd – 27th April, 2018. The objective of the workshop was to build capacities of the staff regarding inclusive electoral process and to widen participants’ knowledge in the field of their engagements with PWDs. It will also support and foster efforts made by the Electoral Commission in addressing – the issues of under-representation of PWDs in the electoral process. INEC promotes an inclusive electoral management by creating dedicated desk to cater for PWDs issues and is developing a Framework on Access and Participation of Persons with Disabilities in the Electoral Process; a document to guide the commission on how to support PWDs throughout the electoral cycle as well as collaborating with Experts in PWDs issues, the Joint National Association of Persons with Disabilities which is the umbrella body of PWDs in Nigeria, other Disabled Persons Organizations (DPOs) and CSOs. Therefore, the simultaneous BRIDGE workshops on Access and Participation of PWDs in the Electoral Process were aimed at strengthening the capacities of its desk officers with the view to be effective and coordinated in planning and conducting inclusive electoral process. The facilitating teams were led by International facilitators Rindai Chipfunde Vava of Zimbabwe and Emmanuel Kawishe of Tanzania supported by high level national facilitators led by Lakunuya Dorothy Bello Deputy Director and Head of Civil Society Organizations Liaison Division of INEC Voter Education Department, Dorathy Inyang, Assistant Director (Designs) INEC Voter Education Department, Kelechi Maduneme and Nnenna Ihijirika both Assistant Directors of INEC Directorate of Administration. The importance of promoting access in the electoral process, legality of participation by all either as voters or to be voted for as well as strategies to ensure barriers to participation whether legal based, attitudinal or procedural to eliminate these factors hindering access with a view to actualizing an all-inclusive electoral process were discussed during the workshop. On the last day participants drew strategy plans of engagement and collaboration with other stakeholders to achieving inclusive and credible election. The 50 participants who attended the BRIDGE workshop acquired a wealth of knowledge, information, skills and strategies that will enable the organization make positive impact in assisting the PWDs access the electoral processes in Nigeria. We deeply appreciate ECES and European Union Support to Democratic Governance in Nigeria Component 1 and the team that made the workshop a huge success. However, it is a collective responsibility of all involved to ensure that PWDs and other vulnerable groups access the electoral processes without any impediments or limitations irrespective of their disability, as participation in public life is a right and not a privilege. BRIDGE Gender and Access Workshop, Paraguay Feb 2018

Photo 1 TTF ParaguayA BRIDGE Train the Facilitator (TtF) workshop was held in Asuncion, Paraguay, from 8 to 21 February 2018. This training was organized by International IDEA with the support of the European Union. The workshop was aimed at strengthening the capacities of Paraguay’s electoral management body (EMB), the Superior Electoral Justice Tribunal (Tribunal Superior de Justicia Electoral in Spanish), and was inaugurated by Justice María Elena Wapenka, member of the Tribunal. A total of 18 participants took part in this 10-day course, of which 7 men and 11 women. This workshop was mainly addressed at key staff from Paraguay’s EMB, but a few representatives from civil society and international electoral assistance also had the opportunity to participate in this initiative. During this TtF, participants were introduced to the details of the BRIDGE training methodology, and they had the opportunity to develop their own training skills as they received constructive feedback from their colleagues and instructors in a collective and collaborative learning process. The facilitation team was formed by Lourdes González-Prieto, International IDEA Head of Programme in Paraguay; Sheila Serrano and Lluís Juan Rodríguez, International IDEA consultants; and Rosario Gamarra, expert from Peru’s EMB, the National Office of Electoral Processes (Oficina Nacional de Procesos Electorales in Spanish, ONPE). This TtF workshop was preceded by four BRIDGE module workshops held in Asuncion in October 2017, jointly organized by International IDEA and UNDP, with the support of the European Union, covering several topics, including gender and elections, access to the electoral processes and strategic planning. One of the main objectives of the TtF workshop held in February 2018 is to create the first team of BRIDGE national facilitators in the history of Paraguay, who will be able to spread this methodology throughout the different regions of the country during the post-electoral period. The national appropriation of the BRIDGE project is part of a long-term capacity building strategy put in place by International IDEA in Paraguay. SPANISH VERSION Fortaleciendo las capacidades del Tribunal Superior de Justicia Electoral en Paraguay a través de una Formación de Facilitadores BRIDGE Una Formación de Facilitadores (FdF) BRIDGE tuvo lugar en Asunción, Paraguay, del 8 al 21 de febrero 2018. Este taller, inaugurado por la ministra María Elena Wapenka, miembro del Tribunal Superior de Justicia Electoral (TSJE), fue organizado por IDEA Internacional con el apoyo de la Unión Europea, con el objetivo de fortalecer las capacidades del personal de la administración electoral paraguaya. Contó con la participación de 18 personas, de las cuales 7 fueron hombres y 11 mujeres. Aunque el taller estuvo principalmente dirigido a personal clave de la administración electoral, también se integraron algunos participantes de la sociedad civil y de la asistencia electoral internacional. Durante la FdF, los y las participantes se familiarizaron con la metodología de formación BRIDGE y tuvieron la oportunidad de desarrollar sus propias habilidades de formación al recibir retroalimentación constructiva por parte de sus colegas e instructores, en un proceso de aprendizaje colectivo y colaborativo. El equipo de facilitación estuvo conformado por Lourdes González-Prieto, directora del Programa Paraguay de IDEA Internacional; Sheila Serrano y Lluís Juan Rodríguez, consultores de IDEA Internacional; y Rosario Gamarra, experta de la Oficina Nacional de Procesos Electorales (ONPE) de Perú. Esta FdF fue precedida por cuatro talleres modulares que fueron organizados en octubre de 2017 en Asunción de manera conjunta por IDEA Internacional y el PNUD, con el apoyo de la Unión Europea. Dichos talleres cubrieron las temáticas de género y elecciones, acceso al proceso electoral y planificación estratégica. Con la FdF de febrero de 2018, se busca crear el primer equipo de facilitación nacional de BRIDGE en la historia de Paraguay, capaz de profundizar esta metodología y llevarla a diferentes regiones del país durante el período post-electoral, a través de la organización de talleres modulares en varios departamentos. Introduction to Election Administration Module for League of Arab States

10 – 14 December, 2017 in Cairo – Egypt UNDP jointly with the League of Arab States (LAS) held a BRIDGE training workshop on Introduction to Election Administration from 10 – 14 December, 2017 in Cairo – Egypt. The workshop covered several phases within the electoral cycle; international elections obligations, types of EMB’s, boundary delimitation, electoral systems, electoral education, voter registration and technology and elections. The last two days focused on elections observation; background, observation throughout the electoral cycle, codes of conduct and observation reports. 25 participants from LAS and UNDP participated in the workshop.
